Vandalism and malicious fire-raising are costing Scottish councils around£12m a year according to the controller of the Accounts Commission for Scotland's first report.

'That is more than all councils spend on books. If you can tackle crime against school property, you can double the resources available for books and teaching materials in schools,' said the controller, Robert Black.
