Councils fail to ensure that services contracted from the voluntary sector are made accountable to those who use them, says a new report.

A study by the Joseph Rowntree Foundation describes how councils routinely have good relationships with voluntary groups providing key health and welfare services, but need to address a lack of accountability to service users.

The report found that progress on improving accountability through increasing user involvement in decision-making was slow.

Users reported feelings of intimidation, isolation and the fear of being labelled troublemakers who could have their services withdrawn.
