The Labour Party's National Policy Forum has called for the minimum age for councillors to be cut from 21 to 18.

Party members also put forward proposals to reduce the voting age to 16 in local elections, at a meeting last weekend in Exeter.

The idea to drop the voting age by two years achieved a minority report, gaining more than a third of the votes, but failed to be ratified by not receiving half the vote.

There was a proposal to amend the party manifesto and create a commitment to end 'fuel poverty' by 2010.

There was also a minority report on a proposal to fund education through block grants.
