The government's nursery voucher scheme, which begins this week, is in danger of backfiring, according to the Mail on Sunday (p29).

Critics claim the scheme encourages existing primary schools to cram in under-fives, rather than foster the development of new, quality nurseries.

Schools in education secretary Gillian Shephard's Norfolk constituency are telling parents they cannot guarantee children a place at primary level if they do not also sign up for nursery classes.
