Government plans for a nationwide system of nursery vouchers by next April were passed by the Commons last night, reports the Daily Telegraph (p1).

MPs overturned a Lords amendment that would have delayed implementation by 12 months until a full evaluation of the four pilot schemes had taken place.

But shadow education secretary David Blunkett tolda the Commons a Labour government would repeal the new system within 18 months of taking office.

'We will replace the vouchers with free entitlements for all four-year-olds to have a place, followed by targets set for three-year-olds.
