Welsh councils will be required to keep and submit returns for work affected by the suspension of compulsory tendering, the government confirmed last week.

Welsh Office minister Gwilym Jones said the duty would be imposed in an amendment to the Local Government (Wales) Bill with effect from 1 April 1994.

Without these provisions the suspension of CCT in Wales between April 1994 and September 1996 would have abolished the need to produce a specified rate of return for services tendered under the Local Government Act 1988.
