Walsall MBC will seek a private sector partner to take on strategic management and delivery of education services.

The contract will be between the council and a Department for Education and Employment-approved provider. It will last at least seven years and tackle weaknesses identified by Ofsted and consultant PricewaterhouseCoopers.

The council wants an interim management contractor in place by September to launch the long-term contract. The long-term contractor will be selected by December and its work will begin in April 2001.

The move follows a critical Ofsted report last year (LGC, 17 December 1999). Inspectors said Walsall had a 'formidable list of weaknesses' including hesitancy to address problems, a weak management structure and poor relationships with schools.
