A 'toolkit' illustrating good practice is to be sent to all Welsh councils in the wake of the Waterhouse Report into child abuse.
The Children's Action Plan, aimed at cabinets and chief officers, proposes strengthening the role of councillors.
Lynda Bransbury, head of social affairs at the Welsh Local Government Association, said: 'The plan highlights areas of good practice and will serve as a useful toolkit for all councils.'
The association consulted all 22 Welsh councils to draw up the action plan.
