An article in The Western Mail (p1) highlights some of the problems being encountered by the committee which is advising on how the Welsh assembly should run.

Among the problems is the amount of work the assembly will be expected to carry out. There may well be too much because so many committees will be needed but numbers of members of the asembly cannot now be changed.

Only 44 of the proposed 60 members will be eligible to serve on more than 20 committees, the others would be barred because they would be presiding officers, cabinet members, or members of the audit committee.
