Local government reform in Wales is to be delayed for a year, the Western Mail reports (p1).

The paper says the move is an embarrassment to Welsh Secretary John redwood who plunged local authorities into chaos with a 9.15pm Commons statement last night when he said the shake up would take place in 1996 instead of 1995 because of lack of parliamentary time.

Elections to shadow authorities scheduled for June 1994 are to be postponed although legislation will still be introduced in the current parliamentary year, possibly as early as next week.

A spokesman for the Council of Welsh District Councils is reported as saying: 'Our ability to plan for the future and develop services will be inhibited and the continuous uncertainty will damage staff morale.'

Councillors in Mid and North Wales are said to be hoping that the delay will herald major changes to the legislation.
