Head teachers in Wales fear educational chaos will result from local government reorganisation, the Western Mail reports (27 November p5).

The paper says that the heads met the Welsh Office on Friday with a list of seven worries. They are concerned that the transition to unitary authorities will be turbulent with existing councils refusing to collaborate with the preparations. There are also fears about the provision for special educational needs and the under-fives.
