Commenting on the consultation paper by the Welsh Office, the president of Plaid Cymru Dafydd Wigley said:

'While welcoming the principle of restoring some of the powers lost by local councils in recent years, this paper fails to face up to the glaring lack of any all-Wales body to exercise strategic control over key issues.

'Plaid Cymru condemns the refusal to set up a body to plan a co-ordinated transport authority for Wales. Mr Hague should try travelling by public transport in Wales if he wants to find out how urgently we need an integrated transport system.'
