In a surprise move, high profile Welsh MP Rhodri Morgan has been passed over by the Labour government for a job in the Welsh Office, reports the Western Mail (p1).

The paper's editorial criticises the decision, which it says casts doubt over Labour's commitment to Wales.

The paper also reports that the mechanisms to hold a referendum on devolution in Wales have quickly got underway, with Tony Blair meeting with senior ministers and officials starting the draft referendum bills.

The prime minister wants to hold the referendums before the party conference in October and is determined to move the programme forward, reports the paper.
