Bridgend MP Win Griffiths will be responsible for local government, planning, social services, the environment, health, agriculture and forestry at the Welsh Office.

His brief will be to 'improve the quality of life for the people of Wales,' the Western Mail reports (p1).

The second under secretary of state, Peter Hain, will be charged with 'spreading economic prosperity' with education, training, regional development, Europe, economic development, economic and industrial issues and transport as his responsibilities.

The paper also reports that a Referendum Bill on devolution will be the first of the government's bills to be published after the Queen's Speech on Thursday.
