Welsh Labour spokesman, Rhodri Morgan, has accused John Redwood for delaying local government reform to save money, the Western Mail reports (p5).

Mr Morgan has estimated that the Welsh Office could save up to £30m which would otherwise have been cut from other schemes. The accusation came during the lively Common's debate on Monday night.
