The average guideline rent increase in Wales for 1994-95 will be 7.5%, or 3.5% in real terms, junior Welsh minister Gwilym Jones said (col 251). The minimum cash increase will be £1.50 and the maximum £2.90, with an expected average of £2.19 leading to a resulting average weekly guideline of £31.30. Mr Jones said he had confirmed an average increase of 4% per dwelling for management and maintenance allowances, which will continue to be distributed through a system of targets reflecting authorities' relative need to spend. This will raise the average allowance per dwelling to £824, an increase of £31.

The average jail sentence given to those imprisoned for non payment of poll tax was 34 days in 1992-93, at an average cost of £526 a week, the director general of the prison service said in a supplementary written answer (col 275).

The DoE received representations on the finance settlement proposals from 134 councils and their associations and 18 MPs by the end of the consultation period on 10 January, DoE minister Tony Baldry said (col 244). In addition the DoE has met some 30 councils to discuss the settlement.
