Thirteen welsh youngsters are being held in secure units in England at a cost of more than £1,300 a week each, the Western Mail reports (p1).

Welsh councils are paying for young offenders and others to go as far away as Durham because there is no adequate unit in Wales. This week's bill will be £17,000 - the equivalent of almost £1 million a year.

A long awaited secure unit for Wales is planned for completion by spring 1995, providing about 18 places for persistent or serious offenders and youngsters on remand charged with serious offences.
