Nightclubs in London's West End may be forced to close as early as 11pm in a crackdown on late-night noise disturbance, reported The Independent on Sunday (p5).

Westminster City Council will allow new nightclubs and bars to open only to 1am. It has also warned clubs in Soho and Covent Garden they face closure if they fail to provide adequate sound-proofing and control the behaviour of clubbers.

Nightclub owners call the plans draconian and say they get much of their custom after 1am, and earlier closing will hit profits. They plan to appeal.

Under the scheme, new licences for entertainment will be granted only until 1am. West of the centre, they will have to shut at 11 pm or 12.
