West Lothian Council is in dispute with newly-formed quango the Scottish Environmental Protection Agency over where responsibility now lies for investigating and taking enforcement action in cases of illegal dumping of waste, says The Glasgow Herald (p4).

The council's protective services chairman, depute lord provost Alex Mosson, said the council 'would have to lobby the government and demand SEPA carries out this function properly or hand it back to local authorities.'
