Home owners in West Sussex have won reductions in their council tax because two-thirds of the houses on their estate have been sold to a housing association, depressing the value of those still in private ownership, the Daily Telegraph reports (p8).

The ruling has implications nationally, says the paper, because housing associations have bought heavily in many private estates in the past three years.
