Westminster Council has lost£7m after failing to send out maintenance bills to those who bought council houses, reports the London Evening Standard (p22).

The council lost the cash during its push to increase home ownership in the borough. The Tory borough today published an independent report on the affair, which blames council officers, not councillors, for the failure to send out bills.

Despite Labour Party claims to the contrary, consultant Eric Dear, who carried out the report, found that councillors were not involved in the billing process.

The complex finances created from the sale of 6,000 council homes is blamed for the failure, reports the Standard.
