The creation of cumbersome hybrid 'mega boroughs' in the reorganisation of London local government in 1965 made excesses such as the Westminster gerrymandering scandal inevitable, the Independent reports (feature, p17).

It says the grafting on to Tory areas of Labour strongholds such as Paddington caused attempts to reshuffle boundaries, and current plans to restructure local government are destined to make matters worse.
