Treasury secretary Michael Portillo helped launch Westminster city council's Conservative election manifesto today, the Evening Standard reports (p2).

The paper says the importance of the flagship authority to the government was highlighted by the presence of Mr Portillo, who is the minister in charge of Tory strategy in the capital.

Meanwhile, Westminster leader Miles Young claimed feedback from canvassing indicated that voters were not concerned with the 'arcane' wrangles of the homes-for-votes allegations and that this was 'not an issue'.
