The Special Educational Needs and Disability Bill has received Royal Assent.
The Act places new anti-discrimination duties on councils as well as schools, colleges and universities.
Councils must ensure parents of children with special needs get advice on ways to resolve disputes with schools and education departments. They must comply with orders from the needs tribunal.
The Act specifies disabled students should not be treated less favourably without justification. They must ensure disabled people are not put at a 'substantial disadvantage' in education.
