The DTLR secretary made the pledge after being tackled about the country's lack of housing, particularly in London.

To achieve the targets, he said the government will double the amount of money available to the Housing Corporation to£1.2bn and increase the councils' capital allocations by£500m.

Mr Byers also said the amount of house building in London was increasing, which will help to tackle the 'scandal' of families living in bed-and-breakfast accommodation.

'By March 2004 there will be no need for any child to be in be in bed and breakfast,' he said.
