DETR veteran civil servant Christopher Brearley, involved in key local government policy for more than a decade, has retired from the department.

From 1985 to 1998 Mr Brearley was under-secretary, deputy secretary and senior director of the local development group. His relations with local government minister Hilary Armstrong were not close.

He was appointed director-general of planning, roads and local transport in 1999.
