Work and pensions secretary Andrew Smith was due to announce a shake-up of the housing benefit system to break the link with rent levels.

Mr Smith is to launch a pilot scheme in which the allowance will be paid according to family size and broad local rent levels. He was due to announce the changes in Parliament yesterday.

The government hopes this will give people the incentive to shop around for more affordable and suitable accommodation.

Savings will come from reducing the upward pressure on rents.
