Details of a countryside white paper were unveiled yesterday by environment secretary John Gummer, reports The Times (p8).

Speaking at the Association of County Councils annual conference, Mr Gummer said that while towns and cities had influence, the countryside had no voice.

To tilt planning away from out-of-town developments would ensure the vitality of the countryside was preserved, Mr Gummer said.

The white paper will cover mainly planning and environmental topics and ensure the 'voice of the countryside' was heard in national policymaking.
