Viscount Whitelaw is today expected to lead a Lord's attack on government's plans to end local council control of police authorities, the Guardian reports (p2).

The paper reports that ministers fear the intervention may defeat the bill.

Last night, home secretary, Michael Howard, tried to defuse the situation by announcing that members of the police authorities would be selected from 'people of good character from all walks of life'. Ian Lowry of the ACC said the proposed selection procedure still left the home secretary with the final decision.
