Local authorities could be audited with a view to selling off some of their assets under new environment secretary John Prescott, reports the Guardian (p1).

Among the changes being looked at by Mr Prescott, who heads a super-ministry with responsibility for local government and regions, are a sweeping council audit, a referendum on whether to have a new London authority, and the phased release of capital receipts from council house sales.

In transport, he wants to reduce car use by focusing on public transport initiatives, including possibly, motorway tolls.

He supports public transport regulation and said London could provide a transport model with buses and underground integrated.
