David Willetts has been appointed as parliamentary secretary for the Office of Public Service. He was previously in the government whips office, which he joined as assistant whip in 1994.

Mr Willetts will support the deputy prime minister and the chancellor of the Duchy of Lancaster in pressing forward government policies on deregulation, competitiveness, and civil service reform including progress of the Citizen's Charter; the Next Steps programme of Executive Agencies; the Competing for Quality programme; and conduct and discipline in the civil service.

Mr Willetts has been member of parliament for Havant since 1992. He was parliamentary private secretary to Norman Fowler, the then chairman of the Conservative party, from 1993-94; assistant government whip 1994-95 and Lord Commissioner of Her Majesty's Treasury, July - November 1995.

Mr Willetts was a civil servant at the treasury from 1978-1984. Between 1984-86 he was a member of the prime minister's Downing Street policy unit. He was director of studies at the Centre for Policy Studies between 1987-92.
