North Wiltshire District and Wiltshire County Councils have been caught up in a legal battle between two neighbours over alleged flooding from a ditch, reports The Guardian (p6).

Retired policeman John Heseldon claims a neighbour's decision to fill in a ditch and replace it with a pipe has led to flooding in his home.

After North Wiltshire DC failed to act on Mr Heseldon's claims, he went to the Ombudsman.

But the issue became confused when Wiltshire CC ordered the drains improved because it viewed them as 'substandard'.
