Elections for directly elected mayors could be held in October or November under government draft regulations for the Local Government Bill.

The regulations mean councils will be able to bring in a mayor after a summer or spring referendum.

But the DETR said elections are unlikely to take place later this year because of the time needed to organise a petition and referendum.

'Ministers are keen to see new structures brought in as quickly as possible,' the DETR said. The government is thought likely to launch a publicity campaign for directly elected mayors as soon as the Bill receives royal assent.
