Leeds City Council had secured the door leading to the flat roof of the block from which a concrete slab was thrown, killing a 74-year-old tenant, reports The Independent (p2). But yesterday, when the crime occurred, the door had been forced.

The Daily Telegraph (p1) confirms that the door was unlocked and reports that residents had keys to the roof but that yesterday the door was unlocked.

A council housing spokesman told the Daily Express (p7): 'We are doing all we can to control problems like this. But it is very widespread.'
