Six of the nine top jobs at the council are held by women. It is understood to be the highest number of female managers employed by any council in the UK.
Katherine Kerswell, director of the council, said: 'We all work together directly and the atmosphere at meetings has definitely changed with the appointment of more female directors.
'People are much more willing to participate and contribute and they are a lot more fun. The team is very effective because women are good at communicating. If a problem arises it is sorted out immediately because people are not afraid to speak up.'
