David Thomson, director of environmental and commercial services with Surrey Heath BC, has been appointed chief executive of Mendip DC. He began his local government career with Cleveland CC, and worked for Bolton MBC, then Woking BC, before joining Epsom & Ewell BC as chief engineer in 1990. He will succeed Graham Jeffs at Mendip, who retires in January.

Derek Cunningham has been appointed health adviser to Surrey CC health select committee. He was previously on secondment from Surrey to Surrey Oaklands NHS Trust from 2002, as controls assurance project manager. Before going on secondment he held various senior practitioner social services posts with Surrey including as acting manager/service leader of community mental health teams and project manager - service integration. He began his local government career in social work posts

with West Sussex CC. Born in Canada, his earlier career was with

the British Army Intelligence Corps and as a personnel consultant in Toronto.

Mike Jackson, currently with the Government Office East Midlands, has been seconded as interim deputy chief executive of Nottingham City Council and Roger Paine has been appointed interim corporate director with Nottingham.

Andrew Atkin, assistant head of performance improvement with Sunderland City Council, has been appointed assistant chief executive with Hartlepool BC. He was previously corporate and business planning manager with Teesside Training & Enterprise Council. He will take up his new post in January.

Dawn Cole has been appointed corporate performance manager in the policy and performance unit at South Ribble BC. A chartered accountant, she previously worked in financial services in the private sector, most recently in mail order credit. She has worked with credit reference agencies and loan companies.

David Shaw, town clerk and chief executive of Chesterfield B C, is now designated chief executive, among management changes at the council. Richard Earlam, borough treasurer, has been appointed corporate director of resources; Huw Bowen, head of environment and health with High Peak BC, has been appointed corporate director of community services and John Wrightson, head of regeneration with Havant BC, has been appointed director of regeneration. Michael Hayden, from Welwyn BC, has been appointed head of planning and Richard Stephen has been appointed head of leisure.

Dominic Rowles has joined the Local Government International Bureau on a four-month, fixed contract. He will be handling state aid and competition issues with a European dimension and arranging a UK visit of Polish local government representatives. Previously he worked with the corporate policy team at Isle of Wight Council.


Abimbola Odunsi, revenues and benefits manager with Havering LBC, has been appointed head of revenues services with Barking & Dagenham LBC. He was previously head of benefits clients unit with Newham LBC.

Joe Chesterton, head of training services and systems and a member of the finance service management team with Redbridge LBC, has been appointed head of financial services with Barking & Dagenham LBC. He was previously head of housing finance and strategy with Redbridge, where he worked for more than 20 years.

David Yorke, director of resources with Mansfield DC, is to retire on 30 November, after 42 years in local government.


Cecilia Roberts, group solicitor (community) with Cheshire CC, has been promoted to group solicitor (corporate) at Cheshire.

Rita Diggens, acting head of legal services since 2002, and a solicitor with Bridgnorth DC since 1988, has been appointed legal and member services manager with Caradon DC. She trained with Sefton MBC and later became a solicitor with West Lancashire DC. She will take up her new post on 24 November. Thomas Clark has been appointed head of legal services with Bridgn orth.


Sue Gregory has been appointed assistant director children and families (assessment) in the social services department at Nottingham City Council.

Mike Gardiner, senior social services manager with Hampshire CC for the Winchester and Andover areas, and recently partnership manager jointly for Hampshire social services and Mid Hampshire primary care trust, is retiring. He has worked in social services with Hampshire since 1975 and has served on several Home Office working parties. He was part of the social services team leading on the implementation of the NHS and Community Care Act 1990.


John Bill, housing and social services training and development manager with Merton LBC, has been appointed corporate learning and development manger with the council on a six-month secondment.


Naomi Rees, assistant county consumer services officer with Staffordshire CC, has been appointed partnership manager with Birmingham City Strategic Partnership. Dr Rees was previously project manager of a local government funded partnership aimed at reducing heart disease, and earlier spent 10 years in the civil service.

Charles Brocklehurst, previously running his own consultancy and mixed use development company, has been appointed head of property services with Wycombe DC.


Dawn Baxendale, head of regeneration with Portsmouth City Council, has been appointed corporate director, community, with Havant BC, with responsibility for environmental and community services. She previously worked with Eastleigh BC, managing a wide range of direct services, Kirklees MBC, Wigan MBC and Isle of Wight CC.

Rob Dickson has been appointed director of environment and sustainability with Kingston upon Thames LBC.


Victor Smart has been appointed head of media with the Audit Commission, to replace Ruth Davison, who has become director of communications with Bedfordshire and Hertfordshire Strategic Health Authority. Mr Smart has an extensive background in press and broadcast media.


Nick Sharpe has been appointed IT client manager with Lincolnshire

CC. He was previously part of the county council's contract monitoring team.
