Janet Barber seeks out the latest management moves in local government


Andrew Petcher, acting director of customer services with South Holland DC, has been appointed director of rural services with the council, which is a beacon council for supporting the rural economy and a rural action zone. He will be part of the council's strategic management team and will be responsible for customer-focused services provided by environmental health, housing, planning and development, leisure and tourism. He began with Rugby BC in 1975, and worked for a number of councils, including Stratford-on-Avon DC and Gedling BC. He moved to the private sector waste management industry in 1990 and was contract manager with Cory Environmental in Southend and a regional manager for Onyx UK. He joined South Holland in 2000 as environmental services manager and became head of environmental health.

Brian Mew, director of resources with Stevenage BC, has been appointed deputy chief executive at Kettering BC. He will be taking up the post at the end of October.

David Maxted, director of change and operations with Northumberland CC since 2002, has been appointed strategic director of local services with Birmingham City Council. He joined Northumberland as director of commercial services in 1991 and became director of operational services in 1998. He began his career working in highways and transportation with Worcestershire CC and later Nottinghamshire CC, and became director of Hampshire Works in 1985.

David Slater, director of business group at Government Office North East, has been appointed executive director corporate development with South Tyneside MBC.


Pam Vernon has been appointed assistant director of financial services with Derby City Council. She was previously funding systems development manager - finance - with the Learning & Skills Council national office in Coventry.


Bhupinder Gill, legal and democratic services manager with Oxf ord City Council, has been appointed head of legal services and statutory monitoring officer with Walsall MBC. He began his career in private practice and joined Cannock Chase DC in 1995 as assistant solicitor, and was promoted to legal services manager. He became a senior solicitor with Sandwell MBC in 2001 and joined Oxford in 2002.

Ann-Maria Brown has been appointed head of legal services with Crawley BC, joining the council from Windsor & Maidenhead BC. She is a member of the Law Society planning panel and is also a panel assessor.


Paul Smith has been appointed head of personnel and employee relations with Walsall MBC. He joined Walsall as personnel manager in 2002 and soon after became acting head of personnel and development. He began as a personnel management trainee with the former West Midlands MCC, moved to Sandwell MBC, rising to education departmental personnel officer. He was deputy head of human resources in social services with Birmingham City Council before joining Walsall

Howard Crabtree has been appointed head of human resources with Kettering BC. He is joining the council from Royal Mail at the beginning of October.


Ged Rowney, senior education consultant to the strategic education services division of Capita, has been appointed director of education with Wigan MBC, to succeed Bob Clark, who retires soon. Before joining Capita, Mr Rowney was deputy director of education with Brighton & Hove City Council. Previously he held senior education posts with Vale of Glamorgan BC and Tameside MBC, following teaching in secondary schools in Stockport.

John Evans, deputy director for children, schools and families with Hertfordshire CC, has been appointed director of education and children with Peterborough City Council, to succeed Ros Clayton, who will be leaving at the end of the year.


Peter Blake, business manager, transport services, with Telford and Wrekin BC has been appointed head of sustainable transport and deputy to the director, planning, transportation and the strategic environment at South Gloucestershire Council.

Rob Smith, integrated transport services manager with Hertfordshire CC, has been appointed assistant director, transport management group, with the county council. A key focus in his new job will be developing the partnership, Hertfordshire Highways, established with AmeyLafarge and Mouchel in the past year. He will succeed Mike Palmer, who retires in December.

Bernie Scott has been appointed local strategic partnership co-ordinator for Derwentside Partnership. She was previously with District of Easington and in her new post is based at Derwentside DC.


Sally Marshall has been appointed corporate director responsible for environmental health, planning and licensing with South Kesteven DC. She was previously head of capital strategy and finance with East Lindsey DC.

Ian Westley, assistant director of technical services with the City & County of Swansea, has been appointed director of transportation and environment with Pembrokeshire CC, to succeed Huw Roberts, who moved to East Riding of Yorkshire Council. Mr Westley previously worked with Newport CBC and Gwent CC.

Julie Smee, team leader (administration) with Thanet DC, has been appointed customer services manager with the council.


Julie Holmes has been appointed head of information and communications technology with Herefordshire Council. She was previously business unit director with supplier of ICT products and services SAP (UK).


Tom Calver has joined Blackburn with Darwen BC as publicity and communications officer for social services, to cover for Andrea Sturgess, who is on maternity leave. He previously worked for Salford City Council's Commonwealth Games office.

Yana De Silva, communications officer for Brent LBC housing department, has been appointed an account manager with public sector specialist communications consultancy, MPC.


Allan Cairns, chief executive of the Standards Board for England since its inception in 2001, is leaving in October. John Edwards, former chief executive of Barnsley MBC, has been appointed interim chief executive of the board.
