Janet Barber seeks out the latest management moves in local government


Davydd Lewis, director of housing and public protection with Gwynedd CC has been appointed strategic director, care, with the county council, in a new management team following restructuring and the appointment of Harry Thomas as chief executive. Iwan Trefor Jones, deputy director of regeneration at Gwynedd, has been appointed strategic director of environment; Davydd Whittall, director of education, culture and leisure, has been appointed strategic director of development and Dilwyn O. Williams, senior manager/finance, has been appointed strategic director of resources. Bill Wynne Williams has been appointed treasurer.

John Campbell, director of housing, health and leisure with Aylesbury Vale DC, has been appointed chief executive of North Hertfordshire DC, to succeed Stuart Philp. Mr Campbell previously worked for Newham LBC.

Peter Wylie, director of performance management with Islington LBC since 2002, has been appointed director of education with Croydon LBC, to succeed Dr David Sands, who is retiring at the end of August.

Brian Partridge, assistant chief executive with Portsmouth City Council, and Sandra Claxton, head of parking operations with Kensington & Chelsea LBC, have been appointed strategic directors with Fenland DC, as part of management restructuring at the council.

Ian Stephenson, executive director of neighbourhood services with Doncaster MBC, has been appointed corporate director environment with City of Wakefield MDC. He was previously director for direct services with Blackburn with Darwen BC.

Huw Roberts, director of transportation and environment with Pembrokeshire CC, has been appointed director of operational services with East Riding of Yorkshire Council. He will succeed Eric Health, who has been appointed director of personnel and performance with East Yorkshire, following the retirement of Joan Walton.

Ray Shostak, director of children, schools and families w ith Hertfordshire CC, has been appointed strategic adviser (education) with the Inprovement & Development Agency, and Nigel Druce, director of social services with Cornwall CC, has been appointed strategic adviser (social services) with the IDeA. Mr Shostak was previously director of education with Hertfordshire.


Ian Curtis, deputy director of legal services with Chorley BC, has been appointed unit business manager, legal and democratic services, with Fylde BC. He was articled with Cleethorpes BC in 1986 and became assistant solicitor there before moving to Scunthorpe BC in 1989 as principal solicitor.

Chris Chapman has been appointed borough solicitor with Ellesmere Port & Neston BC, to succeed Jim Bickerton, who is retiring. He is currently director of central services with Shrewsbury & Atcham BC.

Margaret Keyse, principal solicitor with Angus Council, has been appointed head of investigations with the Scottish Information Commission and Sarah Hutchison has beenappointed head of policy and information with the commission, joining from Fife Council. Kevin Dunion was appointed Scottish information commissioner earlier this year, in a role that enforces compliance with the Freedom of Information Act which fully comes into force by 2005.


Catherine Jamieson has been appointed head of homelessness with Glasgow City Council, in the social work department at Glasgow, now responsible for homelessness.


Mike Powley, supported employment manager in the social services directorate at Dorset CC, and lately chairman of the National Association

of Community Employment.
