Janet Barber seeks out the latest management moves in local government


Carole Evans, chief finance officer with Walsall MBC, has been appointed director of finance and resources with the council, completing the new top management team. She joined Walsall as an accountancy assistant 14 years ago and rose through various finance posts to head of finance, chief finance officer and a member of the corporate management team driving the council's recovery after the threat of government intervention. She recently managed transfer of the council's housing stock. She began her career as a finance clerk with Coventry Building Society in 1981, moving to accountancy with Coventry Health Authority in 1983 and joining Coventry City Council in 1986.

Nigel Rudd, chief executive of Corby BC, has been appointed chief executive of the East Midlands Regional Assembly, including as secretary to the assembly. He has worked with councils in the south west, as well as with Cumbria CC and in Greater London.

Mary Clare Deane has been appointed corporate director of community services with Wealden DC. At present she is director of corporate services with Newtownabbey BC. She takes up her new post on 2 June.

Jim Harris, senior divisional assessor with Fife Council, has been appointed assessor and electoral registration officer, one of three new senior managers at the council. Ken Gourlay, senior manager within the environment service at North Tyneside MBC and acting head of building services, has been appointed building services manager and Keith Winter, executive director corporate development with South Tyneside since August, has been appointed head of development services with Fife. Mr Winter was previously policy and regeneration manager with Dundee City Council.

John Burchill, chief education inspector with Wandsworth LBC, is retiring at the end of the month. He began his career in teaching and joined Wandsworth from Croydon LBC in 1990.

Kunku Soota has been appointed head of corporate stra tegy with Reading BC. She is head of organisational and performance development with Warwickshire CC social services departmen and will take up her post in June.

Mark Shepherd has been appointed assistant director of leisure and community services with Bridgend CBC. At present he is operational manager for leisure with Cardiff CC, and will be returning to Bridgend, where he was head of sport and recreation until 2002. He began his career with Redbridge Leisure Trust and became sports development officer with Crawley BC before joining Bridgend in 1995. He takes up his new post on 14 July.

Sean Rafferty, head of the strategic commissioning unit with Hammersmith & Fulham LBC, has been appointed assistant director - strategy and performance management - with Westminster City Council.

Sara Williams has been appointed adviser to the chief executive at Tower Hamlets LBC. She has been working in the council's education section and takes up her new post on 2 June.

Martin Cawte, director of resources with Tandridge DC, has been appointed head of resources and commissioning with West Berkshire Council and Malcolm Burch, head of libraries and customer strategy with West Berkshire, has been appointed head of policy and performance with the council.

Jean Bradshaw, head of strategic development and quality control for social services at Cumbria CC, has been appointed acting director of social services to replace Mike Siegal, who was appointed deputy chief executive with the council. Ms Bradshaw joined the department in 1976 and qualified as a social worker three years later. She has managed all areas of social services, including children's services with Cumbria, and was appointed principal inspector and head of inspection in 1994.

Mark Rogers, assistant director (head of special needs) with Tameside MBC, has been appointed assistant director (inclusion) with Stockport MBC. His background is in teaching and he held several headteacher posts before being seconded to Tameside's special educational needs serv ice.


Julie Holden, benefits manager with Mid Sussex DC, has been appointed head of revenues and benefits with Tandridge DC, taking up her post in June.

Maureen Wellen has been appointed assistant director - local government finance and policy with CIPFA. She has worked with CIPFA since 1995 as technical manager, capital and treasury, and has recently been responsible for CIPFA's Prudential Code for Capital Finance in local government. previously she worked with the former Berkshire CC and Hounslow LBC.


Richard Townson, director of legal and personnel with Chorley BC, has been appointed democratic and legal services manager with Pendle BC. He takes up his post on 18 August.

Bill Johnson, solicitor to the council with Adur DC, has been appointed assistant director (legal services) and monitoring officer with Worthing BC. Andy Cooper, acting assistant director at Worthing, will return to his post as senior lawyer with the council.


Genevieve Macklin, head of housing with Bracknell Forest BC, has been appointed director of housing policy with the Association of London Government. She began in local government housing with Hammersmith & Fulham LBC in 1989 and worked in housing posts with Greenwich LBC and Southwark LBC, joining the housing division of the community services department at Kingston upon Thames LBC in 1998. Her early career was with the Department of Transport, the Halifax Building Society and Notting Hill Housing Trust. She joins the ALG in August.

Adrian Huckin, housing enabling and projects manager with Newport City Council, has been appointed head of housing strategy with Torfaen CBC. Kellie Beirne, principal housing enabling officer with Newport, has been appointed housing strategy manager with Torfaen. They take up their posts later in May.


Rowland Hartle has been appointed head of human resources with Dorset CC. He was previously personnel and training manager with the county council.
