Janet Barber seeks out the latest management moves in local government


Rose Collinson, assistant director for lifelong learning with Medway Council, has been appointed director of education and leisure with the council. She succeeds Richard Bolsin, who is now pursuing a career with Agylisis, a firm providing business and technology solutions in the public and private sectors. Ms Collinson has worked as a senior adviser with Kent CC, with Redbridge LBC as an adviser and with Bromley LBC where she taught young people with special needs.

Howard Miller, chief executive of Milton Keynes Council since 1996, is to retire next year. He was chief executive of Stevenage BC for nine years. Mr Miller began his career as assistant planning officer with the former Hammersmith LBC in 1974, and became personal assistant to the chief executive with Hounslow LBC in 1977. He was appointed head of administrative services with Southwark LBC in 1981.

Alasdair Robertson, organisational development manager with Wokingham DC, has been appointed principal consultant in IDeA Solutions with the Improvement and Development Agency. He previously worked as a training manager with AstraZeneca and as a senior evaluation and planning officer with Strathclyde Police training unit.

Tim Piggott, executive director (education) with Rochdale MBC, has been appointed a member of the governing council of the National College for School Leadership in a ministerial appointment. He is a past president of the Society of Chief Inspectors and Advisers.

Niki Lewis, acting head of development services, has been appointed head of development services with Wiltshire CC. She was previously head of learning development and community initiatives with the county council. Before she was a consultant with the Council of Europe, based in Lisbon, working on the women and human rights programme.

Lynn Aisbett, a strategic director with Corby BC, has been appointed deputy chief executive (performance management and business support) with the council. Duncan Sharkey, head of regeneration with Boston BC, has joined Corby as corporate director - operational services.

Keith Woodhead, group manager, research and information with Dorset CC, has been appointed head of planning, and Peter Brown, assistant chief executive with Somerset CC, has been appointed deputy director of policy with South West Regional Assembly. Hannah Crook has been appointed principal adviser. She was previously with the Greater London Authority.

Kate Hart, service manager for children looked after with Oxfordshire CC , has been appointed county manager responsible for day-to-day operations of the children and families team with Hampshire CC.

Peter Strutton has been appointed regional manager for the East Midlands with Carbon Trust, the first of six to be appointed by the organisation. He will be based with the East Midlands Development Agency.


David Cruickshank has been appointed director of finance and property services with Islington LBC. He was previously chief financial officer with Wellington City Council in New Zealand, following six years with Audit New Zealand, where he rose to director. He has considerable local government experience including two and a half years in London with District Audit and the National Audit Office.

Kulvinder Sihola, previously with South Buckinghamshire DC, has been appointed director of finance and resources with Lee Valley Regional

Park Authority.

Tim Hannam, an audit manager with District Audit, has been appointed assistant director (financial control) with Hackney LBC.

Steve Burd has been appointed assistant director of finance (financial management) with Islington LBC. He was previously with Camden LBC.


Ainsley Smith, previously with the server management team of a US company, has been appointed economic development officer specialising in information communication technology with the Burnley BC economic development unit. Recently Alex Hooley was appointed business support officer with the unit and Paul Gill joined from Manchester University.

Frances Chaplin has been appointed head of PRP's new office in Manchester. The housing architectural practice's large-scale projects in Manchester include the UK's first private finance initiative housing project.


Seth Brook has been appointed to the new post of head of corporate communications with Waltham Forest LBC, after a reorganisation of its communications division. He previously worked with Hertfordshire CC.

Sue Hyde, head of communications with Dorset CC, has taken over a wider brief covering both communications and design.
