Janet Barber seeks out the latest management moves in local government


Frances Mapstone, assistant director of housing with Westminster City Council, has been appointed its chief housing officer. She will be an adviser to the main board of CityWest Homes, the council's new arm's length management organisation, and sit on the north area board. She has a psychology degree and has worked in housing for two decades, starting her housing career as a rent collector and working in housing management for 10 years before moving into homelessness and housing policy.

Glenys Jones, corporate director of social services with Middlesbrough BC, has been appointed director of social services with Sunderland City Council. She began as a social worker, rising to chief adviser to the assistant director for social services with Cumbria CC and was later appointed deputy director of family and community with Sheffield City Council.

Terry Redmayne has been appointed director of education with Middlesbrough BC, to succeed Barbara Comiskey, who was appointed director of education with Sunderland City Council. Mr Redmayne is interim director of education with Walsall MBC, on secondment from his post as assistant director of education (head of access) with Luton BC. An educational psychologist, he is one of a team of top managers from around the country brought in to tackle serious problems at Walsall. He began his career in Durham and was county educational psychologist with Kent CC.

Liz Railton, director of social services with Cambridgeshire CC, has been appointed deputy chief executive - learning and social care with Essex CC. Jan Thurgood, head of children and families services with Poole BC, and Bernie Topham, head of economic development and tourism with Portsmouth City Council, have been appointed policy directors at Poole.

Sharon Brislen has been appointed customer relations manager with Knowsley MBC social services. She previously headed the members' services unit at Knowsley following her post as communications and development manager with the Society of Local Authority Chief Executives & Senior Managers.

John Palmer, policy and strategic manager with North Hertfordshire DC, has been seconded to the Office of Public Service Reform in the Cabinet Office, to work on the departmental change programme.

Tim Brighouse, chief education officer with Birmingham City Council since 1993, who retired recently, has launched the Birmingham e.Learning Foundation, his charity for supporting young people's learning through information and communication technology. Professor Brighouse was appointed chief education officer with Oxfordshire CC in 1978 and Keele University professor of education in 1989.

Dilys Wynn has been appointed head of service strategy and standards for human resources, in a new post at Gloucestershire CC. She was head of human resources with Worcestershire CC.


Paul Rudd has been appointed head of revenues and benefits with Broxbourne BC. He previously worked with Haringey LBC.

John Foxworthy, accountancy services manager with Exeter City Council, has been appointed head of finance and IT with Mid Devon DC. He has spent most of his career with Exeter.


Charlie Adan, head of legal and corporate services with Coventry City Council, has been appointed county secretary and solicitor with Lincolnshire CC. She was head of legal services with South Kesteven

DC from 1994-97 and has worked both in the private and public


Ian Sheard has been appointed assistant director (legal) with Salford City Council. He was previously principal solicitor/team leader in charge

of the litigation team at Salford, and has been succeeded in that post by Tony Hatton, a solicitor with the council.

Quentin Baker has been appointed legal services manager with Babergh DC. He is currently a senior solicitor with Essex CC.


Victor Turton, a former mayor of Birmingham, has died aged 78. Mr Turton, an honorary alderman, was the youngest city councillor when he was elected to the council at the age of 21 in 1945 and was a Labour councillor of Birmingham City Council for 29 years. He was a member of the former West Midlands MCC for eight years and chairman before its abolition in 1986. He served on the city council airports committee and county council airports sub-committee.
