Janet Barber seeks out the latest management moves in local government


Gillian Beasley, director of environment and legal services, and solicitor to the council, with Peterborough City Council, has been appointed chief executive of the council, succeeding Paul Martin. Ms Beasley joined Peterborough as director of law and administration in 1997. She has worked as a lawyer with a number of councils including Leeds City Council, West Midlands MBC and Cambridgeshire CC, where she was head of legal services.

Paul Kirby, Audit Commission director of inspection, who is leaving at the end of October (LGC, 13 September), has been at the commission for three years, originally as regional director in the best value service.

Paul Dobson, director of community services with Wear Valley DC, has been appointed director of community and cultural services with Sunderland City Council. Mr Dobson has worked for many years with Wear Valley, and has been involved in creating a healthy living centre for the region and promoting the only sports action zone in the North East, based in Wear Valley. He and his team have twice received the Sports Council Management Award and in 2000 received the Wellness Best Practice Award, the first time it had been awarded outside the USA.

Daniel Goodwin, head of strategic policy and review with Peterborough City Council, who has been appointed corporate services director with Wealden DC, was featured with the correct but wrongly captioned photograph (LGC, 6 September). Apologies for the error.

Mike Wickenden, acting director of arts, countryside and community with Hampshire CC, has been appointed head of arts, sport and community in the county's new recreation and heritage department. John Tickle,

with Hampshire since 1987, is the new head of the countryside service.

Helen Clanchy, assistant director of social services at Bracknell Forest BC, has been appointed partnership manager, a joint post between Hampshire CC and Blackwater Valley Primary Care Trust, one of six partnership managers across Hampshire and Isle of Wight.

Pauline Owen has been appointed director of partnerships and social care with Eastleigh and Test Valley Primary Care Trust, a joint Hampshire CC and PCT post. She will divide her role between her current post of social services partnership manager with Hampshire and her new role with the PCT, covering Eastleigh and Romsey.

James Prosser, energy manager with Vale of Glamorgan Council, has been appointed energy strategy development officer with the Welsh Local Government Association and Steve Williams, best value officer with Monmouthshire CC, has been appointed performance and improvement adviser.

Mark Fairhead, head of looked after children with Birmingham City Council, has been appointed deputy director for child care with North East Lincolnshire Council's learning and childcare directorate.

Gary Bell, principal business consultant with Northgate Information Systems, has been appointed assistant director customer services with North Hertfordshire DC.

Sheila Collins has been appointed programme manager with Lincolnshire CC, working on aspects of the county council's partnership with Hyder Business Services and managing projects, including IT work. She joins the council from an internet company in London.

Paula Darlington, head of public services with Amber Valley BC, has been appointed head of environmental management with Rochdale MBC.

Matt Prosser, assistant director of social and cultural services with Vale of White Horse DC, has been appointed head of cultural services with West Oxfordshire DC.

Amanda Frost, senior operations manager within Education Contract Services with Bradford City Council, has been appointed head of catering services with Hampshire CC.

Nicholas Gibb, customer services supervisor with Oxford City Council, has been appointed head of reception services with West Oxfordshire DC. He previously worked for Oxford in housing benefit posts.


Peter McKenzie, head of housing and social services finance with Swindon BC, has been appointed corporate financial adviser with Mendip DC. He started his career with Northumberland CC and worked with councils in the north east and London, joining Enfield LBC in 1997 and getting his present post in 2000.

Paul Ellicott has been appointed head of benefits and local taxation with Haringey LBC. He was previously head of taxation with the council when the functions were separated in two directorates.


Phil Packham, scrutiny team leader in the corporate resources division in the corporate resources directorate with East Sussex CC, has been appointed head of resources in legal and community services at

East Sussex.

Chris Keech has been appointed project officer for the County Durham Community Legal Service Partnership, brokered by Durham CC cultural services.

Peter Pilgrem, who took early retirement as legal services manager with Isle of Wight Council, is now working as a lawyer in the legal branch of the Department for Education & Skills.


David Scholes, planning and development adviser with Phillips Planning Services, has been appointed group manager of planning services with North Hertfordshire DC. He previously worked with the council as development control planner and principal planner.

Ian Smith, estate manager with Kirklees MBC, has been appointed head of design and engineering with Rotherham MBC.


John Barber, divisional manager for the property function at Birmingham City Council, has been appointed head of property and facilities management with Rochdale MBC.


John Sutton, acting head of regeneration and community planning with Sandwell MBC, has been appointed head of policy and regeneration there.


Tony Ellis, head of IT and e-government for social services with Hammersmith and Fulham LBC, has been appointed head of strategic

ICT with Oxfordshire CC. He will take up his post in early October.


Jason Clausby has been appointed head of communication and partnership with Bury MBC. He began his career in housing and homelessness before managing the charitable arm of the Big Issue in Leeds. In 1999 he returned to local government with Bury where he helped to establish area boards. Sofina Duloth Joy, Mike Reilly and Carren O'Grady have been appointed co-ordinators of three of Bury's six area boards, set up following the council's restructuring.
