Janet Barber seeks out the latest management moves in local government


John Wood has been appointed director of environment with Hertfordshire CC, to succeed Charlie Watson when he retires in March. A civil engineer and currently assistant director responsible for waste and planning with Hertfordshire, Mr Wood joined the county council 10 years ago, and has had a range of responsibilities, from Travel Wise to the structure plan. Before joining Hertfordshire, he worked at Lambeth LBC and Newham LBC.

Barry Manning, acting chief executive with Kerrier DC since the retirement of chief executive Geoffrey Cox in May, has now been appointed chief executive. As part of management restructuring in June, Mr Manning was appointed strategic director for external services and David Sillifant, previously treasurer, was appointed strategic director for internal services. Mary Bell, chief accountant, has been appointed head of service and chief financial officer with Kerrier DC, with management restructuring. Brett Davies, assistant chief executive (legal and democratic process), has become head of service (legal service); Chris Oakley, IT manager, has become head of service (information communication technology) and Trevor Clifton, assistant chief executive (human resources), has become head of service (member support, policy, marketing and human resources). Jon Pender, chief assistant planning officer (development control) has become head of service (planning); John Calvert, assistant chief services officer (technical) has become head of service (engineering); Holly Penwarden, has become head of benefits (operational); Barrie Trevena, assistant chief services officer (health) has become head of services (environment) and Robert Grose, senior assistant treasurer (forward financial planning) has become head of service (regeneration).

Roger Leadbetter, chief executive of Blaenau Gwent CBC, is retiring in September. Mr Leadbetter joined Blaenau Gwent BC as director of finance in 1973 and became chief executive in the same year. He was appointed chief executive of the unitary authority in 1995. He began his career with Cardiff City Council in 1961 and later worked with Caerphilly UDC, Gelligaer UDC and Ebbw Vale UDC.

Nicky Pendleton and David Browning have been appointed partnership managers with Hampshire CC social services. Ms Pendleton is currently programme leader for vulnerable people with Hampshire & Isle of Wight HA. She will develop partnerships between social services and Fareham & Gosport Primary Care Trust and East Hampshire Primary Care Trust. Mr Browning is currently an associate director with the public services directorate of the Audit Commission and is being seconded from the Commission as partnership manager for a year, for three days a week from September.

Nadine Muschamp, acting head of financial services with Lancaster City Council, has been appointed head of financial services, among several appointments at the authority. Andrew Dobson, borough planning officer with Crewe & Nantwich BC, has been appointed head of planning and building control.

Richard Bolsin, director of education and leisure with Medway Council, will be leaving in November to become a company director with responsibility for developing its work on local government, particularly education.

Mark Mower has joined the Improvement & Development Agency as a principal consultant working within the agency's solutions team. He was previously a public sector business adviser with PricewaterhouseCoopers, working on a range of modernisation projects in central and local government.

Jeff Pursglove has been appointed head of corporate quality and performance management with Kingston upon Hull City Council. He was previously research planning and operations manager in the research office of Sheffield University. Mr Pursglove's earlier career, following a BSc (Hons) in botany from Newcastle University, was in agriculture, specialising in the science of fertilisers and as an agronomist.

Sue Mills has been appointed head of business development for community services with Waltham Forest LBC. She was previously with Redbridge LBC, where she divided her time between two posts, one as corporate policy officer and the second as a part-time job share appointment as a policy and strategy manager in leisure. She joined Redbridge as policy support officer.

John Sutton, acting head of regeneration and community planning with Sandwell MBC since last August, has been appointed head of policy and regeneration with the authority.

Michael Leadbetter, president of the Association of Directors of Social Services and director of social services with Essex CC since 1993, is to take early retirement. He began his career in the printing industry, but moved into social work in Moss Side, Manchester in 1972. He rose to become director of social services with Tameside MBC in 1986. He is a member of the Department of Health research liaison group, and has been invited to lead the national task force on social work and practice learning, among other things.


Robert Mayes has been appointed chief accountant with North Norfolk DC. He is currently a corporate finance officer working on capital programmes and treasury management with Norfolk CC, where he has worked throughout his career. He takes up his new post on 16 September.

Alan Hunter, treasurer of Wyre BC since 1988, is retiring at the end of September. He joined Wyre as deputy treasurer in 1985 from St Helens MBC,


Mark Lewis has been appointed head of legal and democratic services with Blackpool BC. He is currently deputy director of legal and administrative services with Sefton MBC.

Gareth Chapman, legal services manager with Bridgend CBC, has been appointed corporate chief officer - legal and regulatory services with Merthyr Tydfil CBC. He previously held solicitor posts with Rhondda Cynon Taff CBC. He began his career with Newport BC and later worked with Blaenau Gwent BC, rising to assistant county secretary and solicitor with Mid Glamorgan CC. He was chairman of the Association of Council Secretaries & Solicitors' Wales branch last year. He takes up his new post in October.


Sally Barnaby has been appointed head of personnel with West Sussex CC, to succeed Chris Lindsay, who has retired. Mrs Barnaby is currently head of personnel policy with Hampshire CC. She began in local government with Reading BC and became training and personnel manager with Rushmoor BC. She was appointed personnel manager with the Portsmouth Housing Association Group before joining Hampshire.


Gillian Ralph, head of engineering and transportation with Luton BC, has been appointed assistant director of transport and planning with Slough BC. She will take up her new post in October.
