Margaret Asquith, head of children's services with Newcastle City Council, has been appointed director of social services with Darlington BC. She began her social work career with Blackpool BC, becoming adoption and fostering social worker, going into social services management with Lancashire CC, where she rose to head of childcare practice and family support. She moved to Newcastle to become head of children's services in 1999, and was seconded to become head of commissioning in 2000, taking up her children's services post again last year. She will take up her new post in August.
Nick Carter, head of corporate policy with West Berkshire Council, has been appointed corporate director (strategy and commissioning) with the council. Garry Lugg, building control manager, has been appointed head of planning and transport and Peter Watson, from the private sector, has been appointed partnership contracts manager. John North, a consultant, has been appointed interim head of resources.
Steve Cox has been appointed head of community services with Gloucestershire CC, one of four new heads of services appointments at the council.
Louise Fleet, acting manager of the corporate strategies unit with City and County of Swansea, has been appointed head of member support and scrutiny with the council, following restructuring of its central services.
Clare Hudson, and Sandra Schmidt have been appointed policy promotion officers with the Local Government International Bureau and Karen Esser has joined the LGIB from the private sector as head of support services and director's PA. Ms Hudson was previously policy officer with the Society of Motor Manufacturers & Traders, and Ms Schmidt was previously with the European and international affairs team at the Greater London Authority.
Mike Kelly, director of local authority services with the public sector company, Jarvis, has been appointed deputy chief executive with Bury MBC. He began his career with Middlesbrough BC and worked with Burnley BC, Sefton MBC and Oldham MBC, and in the private sector.
Roger Jones, acting director of finance and IT with Carmarthenshire CC, and head of corporate financial services with the council since 1997, has been appointed to the new post of director of resources with the county. Mr Jones began with Carmarthen DC and joined Carmarthenshire on local government reorganisation as chief accountant.
Andrew Ashcroft, planning policy manager with Harborough DC, has been appointed head of planning and John Lawson, principal legal officer with Doncaster MBC, has been appointed head of legal and democratic services with Isle of Wight Council.
Antony Page, principal policy manager with Hounslow LBC, has been appointed head of corporate performance with Ealing LBC. He previously worked as senior solicitor with Hounslow and before as social services and prosecution solicitor with Waltham Forest LBC.
Barry Henniker has been appointed head of strategic procurement with Kingston upon Hull City Council. He was previously a member of a large project team in the Police Information Technology Organisation, rolling out the new National Police Radio Network, a non departmental body of the Home Office which owns and manages the Police National Computer and other projects.
Andrea Durn has been appointed performance management officer with Staffordshire CC culture and property services department. She is currently with KPMG Blue Chip Audit and Accountancy International.
Ian McArthur, policy planning manager with Renfrewshire Council, has been appointed head of policy with South Norfolk DC.
Keith Price, group accountant with Havant BC, has been appointed accountancy manager with the council.
Ian Peattie, secretary to the Public Works Loans Board, has retired. He is succeeded by Hamish Watson, a senior manager in the board's debt management office, who takes up his new appointment on 1 July. At the same time the PWLB will integrate with the UK Debt Management Office. Mr Peattie was awarded a CBE in the Birthday Honours.
Robin Hambleton, associate dean in the Faculty of the Built Environment at the University of the West of England, has left to take up the post of dean of the College of Urban Planning & Public Affairs at the University of Illinois at Chicago. Professor Hambleton is a regular contributor to LGC.
David Graaff, head of benefits and local taxation with Haringey LBC, has joined management consultants, ESP, as a consultant.
Angus Ferguson, a solicitor with Gosport BC, has been appointed legal services manager with Adur DC. He will take up his appointment on 27 August.
Malcolm Sims has been appointed head of support and customer service development with East Riding of Yorkshire Council's law and administration, planning and property division support services team. He will replace Neil Bravey, who is retiring in July.
Paul Roberts, economic development officer with Wrexham, has been appointed director of development services with Wrexham CBC, to succeed Mike Simkins, who is retiring in October. Mr Simkins was director of highways and transportation with Clwyd CC, before taking up his present post in 1996.
Steve Purbrick has been appointed e-government and communications manager with Christchurch BC. He joins the council from the private sector.
Richard Barrett has been appointed head of property services and facilities management with Haringey LBC. He was previously with Kensington & Chelsea LBC.
Frank Taylor, property liaison and review officer with Merton LBC, has been appointed head of property and construction services with Mole Valley DC.
