Janet Barber seeks out the latest management moves in local government


John McBride, policy director with Poole BC, has been appointed chief executive of the council, to succeed Jim Brooks, who was appointed managing director of Kingston upon Hull City Council. Mr McBride (47) was with York City Council, before joining Poole as assistant treasurer in 1986. He became director of central services and deputy chief executive with West Dorset DC before returning to Poole in his present post in 1996.

Sir Michael Lyons, director of the Institute of Local Government Studies at the University of Birmingham, has agreed to join the Society of Local Authority Chief Executives Enterprises' recruitment and selection team as the portfolio's adviser in product and business development, particularly in county and large metropolitan councils.

Leisha Fullick, chief executive of Islington LBC, is leaving in July after six years in the post (LGC, 17 May). She joined the council from Lewisham, where she was director of education. She began her local government career with the Inner London Education Authority in 1985.

Ian Russell, director of development services with Swale BC, has been appointed director of community, development and environmental services and Mark Radford, director of corporate services, has been appointed director of corporate services, governance and scrutiny with the council. The changes follow the retirement due to ill-health of Jacquie Stringer, director of community and environmental services. Chris Edwards, chief executive of Swale, has extended his present duties to include economic development, customer services and other areas.

Roger Deacon, head of adult services with Surrey CC, has been appointed area director for east Surrey - as one of five new area directors appointed to the council's senior management team in social services. Guy Hall, manager of community social services with Derbyshire CC, has been appointed area director for mid Surrey; Heather Shroeder, assistant director, strategy and resources with Surrey social services, has been appointed area director for north Surrey; Mike Geernaert, head of adult services with Wokingham DC, has been appointed area director for north-west Surrey and Dave Sergeant, adult services manager for mental health with Surrey social services, has been appointed area director for south-west Surrey.

Mike Shang, assistant product manager with Sx3, has been appointed client services executive with the company Rossendale CB. He previously worked with Blackburn with Darwen BC and Rochdale MBC.


Richard Hemsley, head of resources with the legal and community services department of East Sussex CC since 1995, has been appointed deputy director of finance with the council. He has been with East Sussex since 1975.

He was appointed assistant director of library services

in 1991.


Barbara Morris, managing solicitor with Mid Bedfordshire BC, has been appointed head of administration and legal with the council. She

was articled and was an assistant solicitor with Bedford BC until 1993 when she joined Mid Bedfordshire as principal solicitor.


Andrew Dobson has been appointed head of planning and building control with Lancaster City Council to succeed Vic Crumley, who has retired. Mr Dobson will join the council from Crewe & Nantwich BC.


Roger Harper has joined the Project Centre Ltd as principal traffic engineer in the Brighton office, from a consultancy where as project manager he worked on traffic and transportation for Brighton & Hove Council and East Sussex CC. He has also worked with West Sussex CC and Hove BC.


Leigh Gripton has been appointed head of e-government with Rhondda Cynon Taff CBC. He joined the council from Torfaen CBC.


Gareth Lynch has been appointed an IT audit trainee with the Audit Commission in Wales, from Gwent College, where he provided IT support. He will help develop the commission's e-audit programme in Wales.
