Janet Barber seeks out the latest management restructures in local government


Colette Glasson, communications manager with Maidstone & Tunbridge Wells NHS Trust, has been appointed communications manager with Medway Council. She was previously public relations officer with Thames Gateway NHS Trust for four years. She began her career as a press officer with Kent CC in 1986 then joined private sector public relations consultants.

Charles Lant, head of housing with Wealden DC, has been appointed chief executive of the council, following the appointment of Sheelagh Douglas as pro-rector of finance and resources with the London Institute. Mr Lant will take up his new post at the beginning of June.

Jules Samuels, director of corporate services with St Alban's City & District Council, has been appointed chief executive of Hart DC, following the retirement, due to ill health, of Grahame Jelbart. Chris James, head of policy and community services at Hart, has been acting chief executive in the interim.

Vanessa Gwynn has been appointed strategic director - learning and development with Milton Keynes Council. She was previously head of community and economic development with the council.

Eleni Ionnides has been appointed director of the new social services, health and housing department at Bury MBC. Currently head of children and family services with Swindon BC, she joined Manchester City Council in 1988 and worked for Lambeth LBC, Nottinghamshire CC and Knowsley MBC, before joining Swindon in 1997. She is a member of the South West Network of Heads of Children's Services and represents the Association of Directors of Social Services on a number of Department of Health groups, including one working on the National Care Standards Bill.

Stephen Wilds, interim director of social services with Ealing LBC, has been appointed director of social services with Oxfordshire CC, to succeed Mary Robertson, who took early retirement at the end of April. Mr Wilds was previously director of social services with Sefton MBC.

Karuna Tharmananthar has been appointed assistant director (strategy) planning environment with North Somerset DC. He will be joining the council from Birmingham City Council.

Tim Slater has been appointed head of culture and tourism with Havant BC. He was previously with Restormel BC.

Christine Davies, director of education and culture with Telford & Wrekin Council, has been elected president of Association of Chief Education Officers.

Karl Davies, chief executive of Plaid Cymru, has been appointed director for Wales of the National Association of Head Teachers.

Mike Shang, assistant product manager with SX3 has been appointed client services executive with Rossendale BC. He previously worked with Blackburn BC and Rochdale MBC.

David Umney, head of business improvements with WS Atkins Managed Services, has joined LG Solutions as director of consultancy.


Peter Smith, director of corporate services with Trafford MBC, has been appointed chief finance officer with Calderdale MBC, to succeed Will Frankish, who is retiring this summer.

Graeme Booth, previously with North Cornwall DC, has been appointed chief accountant with Restormel BC. In two internal moves at the council, Malcolm Leech has been appointed assistant head of financial services (exchequer and systems) and Margaret Humphreys has been appointed assistant head of financial services (revenues and business development).

Chris Chapman has been appointed head of finance for Service Middlesbrough, the strategic service delivery partnership between HBS and Middlesbrough BC. He was previously strategic development manager with the council.

Graeme Muir has been appointed as a principal with the firm Punter Southall & Co, which specialises in corporate pensions consultancy and administration services. Until recently Mr Muir was chairman of the Association of Consulting Actuaries Local Government Sub-Committee, where he has been a member for many years.


Jim Scarsbrook has been appointed head of legal and member services with South Holland DC. He was previously member services manager with the council, and has been succeeded in that post by Mark Stinson, formerly a senior administrative officer with the council.

Malcolm Gilbert, head of legal services with Plymouth City Council and deputy district chairman of tribunals, has been appointed head of public sector department with the law firm, Bevan Ashford.

Elizabeth Rocke, who was articled with Bolton MBC, and worked part time as a solicitor with Rutland CC, has been appointed district chairman of the Appeals Service.


Keith Handley, programme change director with Bradford City Council, and president of the Society of Chief Personnel Officers for 2001-02, has left to become a personnel/human resources consultant.

Jon Sparkes has been appointed head of human resources with Cambridgeshire CC. He is currently group human resources director for The Generics Group and previously held posts as HR manager for GEC Plessey Communications and as head of HR and organisational development with South Derbyshire TEC.


Lawrence Isted, head of planning and building control with Trafford MBC, has been appointed chief planning officer with Wrexham CBC.


Nigel Ford has been appointed head of strategy (property) with Shropshire CC. He previously worked with Telford & Wrekin Council.


John Litherland, director of planning and technical services with Sedgefield BC since 1990, has been appointed director of the Northumberland Strategic Partnership.

Mike Holmes, head of planning and transport strategy with West Berkshire Council, has been appointed head of planning and development services with the new environment and community services directorate at Bournemouth BC.


Von Edomi has been appointed one of three communications managers with Lewisham LBC. He was previously a communications officer with Ealing LBC.
