Janet Barber seeks out the latest management moves in local government


Jeremy Taylor, director of community development with Cheshire CC, has been appointed chief executive-elect, to succeed Colin Cheesman when he retires in September. Mr Taylor has spent all his local government career with Cheshire, where he began in 1979 as deputy county development and training officer. He was appointed county development and training officer, then director of personnel, and in 1992 director of the policy unit, before being appointed to his present post.

Jake Berriman has been appointed director of environment and leisure with Staffordshire Moorlands DC, to succeed Simon Baker, who was appointed chief executive of the council. Mr Berriman was previously head of planning and environment with Wyre Forest DC.

James Milne, head of economic development with East Lindsey DC, has been appointed director of regeneration and development with Berwick-upon-Tweed BC, and Rob Marriner, health unit manager with the council, has been appointed director of environment, following reorganisation of the council's top management structure.

Anita Marsland, director of social services with Knowsley MBC, has been appointed chief executive of the Knowsley Primary Care Trust, and will work across both organisations in a joint appointment. Dr Diana Forrest, director of public health, is also a joint appointment between Knowsley PCT and the borough.

Maire Fallon has been appointed group director of environment with Cheltenham BC. She is currently assistant director for regeneration and employment with Birmingham City Council.

Leslie Courcouf has been appointed assistant chief executive (organisational development and performance) with Haringey LBC. She has been head of corporate policy with Camden LBC since 1997, and was also assistant secretary with the former Association of Metropolitan Authorities.

Steve Gross, head of service, advice and care management with Blackpool BC, has been appointed head of adult services with the housing and social care department at Wakefield MDC, among several new appointments in the department. Kitty Ferris, who led children's services with Calderdale MBC, has been appointed head of children's services and Kevin Dodd remains head of housing.

Jane Smith, assistant director (childcare) with North Somerset Council, has been appointed director of housing and social services with the authority.

Louise Ingham has been appointed arts and culture co-ordinator with Powys CC. She previously worked with a variety of arts and community based organisations including most recently, Powys Dance.

Gary Evans has been appointed community consultation officer for Thames Valley Police. He previously worked for West Oxfordshire DC performance review unit.


Gwyn Jones, chief internal auditor with Ceredigion CC, has been appointed director of finance with the council.

Don McLure, financial services manager with Gateshead MBC, has been appointed assistant director of finance (revenues and benefits) with Derbyshire CC. He has worked for Gateshead for 25 years, apart from a two year period with Newcastle City Council. He takes up his new post on 7 May.

Cath Robinson, chief internal auditor with Halton BC has been appointed assistant treasurer (audit and efficiency) and John Fogarty, principal auditor with District Audit in Wigan, has been appointed assistant treasurer (revenues and benefits) with St Helens MBC.

Jonathan Goolden, deputy clerk and monitoring officer with Lincolnshire Police Authority, has been appointed clerk to the authority. The current clerk and treasurer, Roger Buttery, will become part-time treasurer. Mr Goolden was formerly secretary and solicitor with Derbyshire Dales DC. Mr Buttery is chairman of the Institute of Public Finance and is a past president of CIPFA.


Louise Guss, a solicitor with Durham CC since 1998, has been appointed deputy director of legal services with the National Care Standards Commission.

Wilma Wilkie, democratic services team manager with Cambridgeshire CC, has been appointed head of democratic services with the council.


Mike Dixon has been appointed director, public sector with Northern Recruitment Group. He spent his entire previous career with Hays.


Elaine Corney, assistant director of housing and contract services (housing) with Stockton-on-Tees BC, has been appointed chief executive of TRISTAR Homes, Stockton's new arm's length housing management company, which will begin running the council's homes later this month. Ms Corney has been seconded since last year to lead the arm's length housing management team. She has worked with Stockton since 1982.


James McCulloch, previously with PMP Consultancy, has been appointed superintendent of parks and gardens with the Corporation of London, to succeed David Jones, who has retired after 17 years in the post. Mr McCulloch will be responsible for managing West Ham Park and the 46 gardens, 43 churchyards and 57 other planted areas in City of London's Square Mile.


Carl Welham, head of PR and marketing with Reading BC, has been appointed head of marketing and communications with Sheffield City Council, to succeed Rachel Rees, who was head of communications until she left in January.

Hilary Knox, media and corporate affairs manager with Newcastle Airport, has been appointed head of communications with the North East Assembly/Association of North East Councils. Previously she worked in media/PR at the University of Newcastle upon Tyne and with Northern Arts.
