Janet Barber seeks out the latest management moves in local government


Bethan Evans, executive director of Syniad, the Improvement & Development Agency for local government in Wales, is joining the law firm Bevan Ashford to head up a new public sector group. She was previously director of corporate services with South Gloucestershire Council and also worked at the former Avon CC. She is a member of the national executive of the local government group of the Law Society and was chair of the group in 1998-99. She is also a member of the Society of Local Authority Chief Executives and of the Society of HR Managers in Local Government (SOCPO).

Roger Latham, county treasurer with Nottinghamshire CC, has been appointed chief executive of the county council (LGC, 22 February), succeeding Peter Housden, who became director general for schools at the Department for Education and Skills.

Graham Jelbart, chief executive of Hart DC, has retired due to ill health. Chris James, head of policy and community services, has been appointed acting chief executive. Michael Jennings, director for policy with Surrey CC, has been seconded to the new executive as its lead officer, equivalent to a cabinet secretary. He was previously director for partnership and community affairs with Surrey.

Iain Urquhart, head of planning and building control with South Lanarkshire Council, has been appointed executive director in charge of the council's enterprise resources.

John Robinson, assistant director of strategy and customer services with North Hertfordshire DC, has been appointed director of corporate services. He was previously head of community planning with the council.

Kristen Paterson has been appointed strategic director of community and commercial development with Sevenoaks DC. She previously worked for two years with British Telecom and in New Zealand.

Michael Hayes has been appointed corporate director, quality of life, and Peter Lipman has been appointed corporate director, performance and quality, with Watford BC.

Sue Lewis, assistant director of social services with Dudley MBC, has been appointed director of adult social care with Flintshire CC. She previously held social work posts with Essex CC and Wolverhampton MBC.

Mick Gallagher, director of arts and leisure with Leicester City Council, has been appointed director of community and development services with Boston BC. He was previously director of leisure services for North Ayrshire Council and has worked for Kingston upon Thames LBC, Reading BC and Bassetlaw DC.

Stuart Powell, principal adviser with Hertfordshire CC, has been appointed head of school improvement with Buckinghamshire CC, and Jeff Frank, team manager for special educational needs with Hillingdon LBC, has been appointed head of special educational services with the county council. Bob Strong, head of reference and information services, has been appointed head of libraries and heritage services, and Ian Crich, head of human resources, has been appointed head of organisational development and human resources in internal moves.

Adrian Lowther, head of cultural services with Wellingborough BC, has been appointed head of leisure and cultural services with Newark and Sherwood DC. He began with High Peak BC in 1989 and later worked for Cumbria CC, Hereford and Worcester CC and Bromsgrove DC.

Peter Morgan, assistant director of education with Blackburn with Darwen BC, has been appointed director of education and lifelong learning. He was previously assistant director of education with Liverpool City Council. He succeeds Mark Pattison, who has been appointed managing director of Bradford's new education service.

Karen Plunkett, project manager, learning disability, becomes joint learning disability manager, while Susie Yapp becomes joint commissioner, drugs, alcohol and sexual health.


Mike Beech, head of financial services with Doncaster MBC, is retiring on 31 March.

John Jones has been appointed chief internal auditor with Shrewsbury and Atcham BC, to succeed David Morgan who has retired. Mr Jones was previously in the private sector with a firm of accountants and auditors.


Susan De Val has been appointed head of legal and business services for Chelmsford BC. She joined the council as adviser on the contracting of services with the private sector in 1995 and led the council's corporate best value team from 1997.

Walter Million, borough secretary with Bromley LBC since 1990, intends to retire at the end of July. He was articled with Hertfordshire CC in 1963, and after several promotions he left as chief assistant clerk in 1973 to become assistant county clerk with Norfolk CC. He became assistant clerk with West Yorkshire MCC in 1982 and deputy county clerk with Derbyshire CC in 1986.

Kate Wells has been appointed assistant solicitor with Surrey Heath BC. She is joining from Wokingham DC.


Corinne Garbett has been appointed economic development manager with Huntingdonshire DC. She was previously principal business development officer with Basingstoke and Deane DC. She was previously with Dudley MBC where she began as a land surveyor.


Judith Davids has been appointed IT and e-government change manager with Lincolnshire CC. She previously worked for Hyder Business Services. Maurice Keyte, IT strategist with Lincolnshire, will be retiring on 31 March.


Jos Creese, head of IT with Southampton City Council, has been appointed head of IT with Hampshire CC, following the retirement of Mike Winchester. David Bracey, head of IT with Teignbridge DC, has been appointed head of information technology with Southampton City Council.


Jon Whowell has returned to Corby BC as communications officer, where he previously worked for 18 months from early 2000. In the interim he was marketing manager with a Birmingham law firm.
