Janet Barber seeks out the latest management moves in local government

MANAGEMENT

Joyce Markham, chief executive of Reading BC since 1997, has been appointed chief executive of Harrow LBC. Her appointment follows the move in November by Tony Redmond, chief executive and director of finance with Harrow, to become chairman and chief executive of the Commission for Local Administration in England. Ms Markham began as a trainee environmental health officer with Birmingham City Council in 1972 and rose there to deputy director of environmental health. She was appointed director of environmental health and consumer affairs with Coventry City Council, before becoming director of direct services with Wolverhampton MBC, now Wolverhampton City Council. She will take up her new appointment in the spring.

Jim Brooks, chief executive of Poole BC, has been appointed to the new post of managing director at Kingston upon Hull City Council. Mr Brooks began as a finance trainee with Cheshire CC in 1974 and held finance posts with Trafford MBC before joining Bolton MBC as deputy director of finance in 1985. He was appointed city treasurer with Manchester City Council in 1989 and to his present post in 1995. He will take up his post in April.

Emma Alexander, assistant director of trading services with Leicester City Council, has been named director of health with Macclesfield BC, in a new team of directors appointed as part of a major reorganisation. Vivienne Horton, assistant chief executive, legal and admin, with St Helens MBC, has been appointed director of resources; Graham Dodgson, head of housing with Macclesfield has been appointed director of housing, and Max Hartley, chief leisure services officer with the council, has been appointed director of leisure.

Gareth Pinwell has been appointed assistant chief executive with Restormel BC. He was previously with Plymouth City Council.

Margaret Davies, a senior education executive with Capita , will be interim director of education with Gloucestershire CC for six months, while the council recruits an executive director of education.

David Hutchinson, former county surveyor with Dorset CC and Lance Cannon, most recently leading Arthur Anderson's government business development practice, have both joined the management consultancy group of Mouchel Management Consultancy Services.

Andy Parkin has been appointed group director for information and management services with Croydon LBC, following the retirement of Terry Osborn, group director for planning and client services in Croydon's education department. Mr Parkin was previously assistant director of education with Bromley LBC.

Richard Haisman, head of engineering with Cannock Chase DC, has been appointed head of environmental care with Kettering BC. He takes up his new post in April.

Anne Harradine has been appointed head of office for the Greater London Authority's new European office. Sam White has been appointed public affairs officer, Rudi Boulanger is office manager and Ellie Meiklejohn is administrator.

Andrew Carmichael has been appointed director of the new Creative Lewisham Agency. He joins the council from the Art in Perpetuity Trust and has worked for the Laban Centre, London and the Deptford X Visual Arts festival.

Julia Beckett and Simon Redmore have been appointed strategic directors with Mid Bedfordshire DC. Ms Beckett was previously head of organisational development with Mid Bedfordshire. Mr Redmore is currently corporate director, environment and development, with South Bedfordshire DC. He will take up his new post at the end of January.

Chris Williams, director of social services with Dudley MBC since 1993, has retired. He was previously assistant director with Birmingham City Council and had been seconded to the Department of Health. Jon Tomlinson, assistant director for business services in social services, has been appointed interim director of social services.

FINANCIAL

Ian Traynier has been appointed education finance manager with Southend-on-Sea BC. He was previously head of education planning and resources with Thurrock BC.

David Temple, financial manager with Easington DC, has been promoted head of financial management with the council.

LAW/ADMIN

Bryn Griffiths has been appointed head of overview and scrutiny with Newham LBC. He was previously best value manager with the Greater London Authority from 2000.

HOUSING

Neil Fuller has been appointed director of housing, health and community finance with Eastbourne BC. Mr Fuller was district housing officer with Lambeth LBC before joining Eastbourne in 1994 as housing manager. He was promoted to head of housing needs, and was acting director of housing, health and community finance, during the one year secondment of his predecessor, Nick Murphy to the DTLR.

Mark Howell, principal housing officer with Fareham BC, has been appointed head of housing service with North Cornwall DC. Mr Howell joined Fareham as housing business unit manager in 1994.

HUMAN RESOURCES

Lesley Blundell, acting heads of the human resource management division at Darlington BC, has been appointed head of the division. She was previously general manager of part of the community services department.

PRESS AND PR

Lakhbir Rakar and Mike Donaldson have been appointed communication officers with Buckinghamshire CC.
